Rivera’s willingness to put that out there is regarded by many as a smokescreen.

There will be no mystery over the identity of the number one overall pick this year.
A repeat of 2019, where it was up in the air whether the Cardinals would take Kyler Murray or Nick Bosa right up until the pick was announced, is not on the cards.
Indeed, at this point, it is the NFL’s worst kept secret that the Bengals are going to select Heisman Trophy winner Burrow, who will be immediately tasked with helping turnaround the fortunes of a moribund franchise.
