St. Louis Rams: DeVante Parker (Louisville) 

The St. Louis Rams are a healthy season from quarterback Sam Bradford away from contending with the defense they have. And giving him DeVante Parker as a No. 1 receiver with Tavon Austin, a deep threat, like on the other side, would make them a real threat. Parker would be the best receiver and the best player on the board at the time so this is an easy pick for the Rams to make.
