There are still some talented players in the 20s and all the teams picking there were just in the playoffs. The 2015 NFL Draft class is a pretty deep one so the help a team needs here is still there. There were a few players slid because of off-the-field trouble, injury or depth in the draft at a position too.

If a team can get a big-time player to work out in this range, they can change the landscape of their conference. And if they miss, they can be knocked out of their playoff spot by a team behind them that got a good. So the pressure to get a good player for these teams is just as high as the top 10.
