16. Miami Dolphins – Javon Kinlaw, IDL, South Carolina

There may be a thirst for Miami to give whichever quarterback they draft playmakers, but elite teams are built in the trenches, and few players have been more impressive on the defensive front in 2019 than Kinlaw.

17. Tennessee Titans – Tua Tagovailoa, QB, Alabama

The slide ends. Though they are consistently in the playoff hunt, the Titans are a team that needs to do something to excite their fanbase. Providing they cut Marcus Mariota loose and keep Ryan Tannehill around on a bridge deal, Tagovailoa will be under no pressure to rush his recovery.

Tagovailoa would also have the advantage of playing in a smaller market, where the initial expectations are unlikely to be as big.

18. Carolina Panthers – Jalen Hurts, QB, Oklahoma

Hurts is still on the board longer than his former teammate despite Tagovailoa’s injury, but lands on a team used to playing with a dual-threat quarterback. Much will depend on which coach and GM are in charge in Carolina but, should the Panthers indeed move on from Cam Newton, Hurts would bring significantly more upside than Kyle Allen.

19. Jacksonville Jaguars – K’Lavon Chaisson, EDGE, LSU

Another excellent value pick for the Jags. Chaisson is raw, but he’s a supreme athlete who proved his ability to impact all facets of the game in LSU’s win over Alabama. For a Jacksonville defense that has been much more vulnerable than perhaps expected, Chaisson would be an exciting addition.

20. Oakland Raiders – Isaiah Simmons, LB, Clemson

The Raiders defense has vastly improved in recent weeks, but linebacker is still a weak spot. Mike Mayock and Jon Gruden would surely relish the opportunity to end an undeserved slide for a dynamic linebacker/safety hybrid with excellent ball skills who can also rush the passer.
