19. Christian Hackenberg, New York Jets

Christian Hackenberg’s football career has been one of the more confusing in recent memory. He went to Penn State as a highly touted recruit and had a great freshman seasons. His success came while Bill O’Brien was Penn State’s head coach.

After O’Brien accepted the Houston Texans job, Hackenberg’s development became stagnant and even regressed. He appeared to lose confidence in his skills which resulted in poor decision making and lack of production.

His decision to enter last year’s draft appeared to have a lot to do with Penn State’s coaching situation. None the less, the New York Jets saw enough potential that they selected him in the 2nd round.

The Jets wanted to bring him along slowly, but appeared overly cautious giving him nearly no reps in the preseason. Reports surfaced that Hackenberg looked terrible in practices and year’s away from seeing an NFL snaps as a starter.

New York wouldn’t hesitate to give the former 2nd round pick the starting job this year if he shows promise in the preseason.

20. Josh Dobbs, Pittsburgh Steelers

Josh Dobbs is a work in progress but has the tools to be an effective NFL quarterback. He lands in a good situation behind Ben Roethlisberger and working with Todd Haley. Dobbs will also have the ability to slowly develop with Landry Jones still in place as the team’s backup.

However, he could find himself fighting for Pittsburgh’s starting job sooner rather than later with Roethlisberger talking retirement.
