Ranking the Top Developmental Quarterbacks in the NFL

7. Tom Savage, Houston Texans
Bill O’Brien has stated that Tom Savage will head into the offseason program as the Houston Texans starting quarterback. Savage showed some promise in limited action last year, but now has a chance to claim the long-term starting job.
He’s someone who features a powerful throwing arm and now has a few years of experience in O’Brien’s system. The problem is that Savage is going to have a short leash with DeShaun Jackson waiting in the wings.

It’s possible that Savage excels and the Texans find themselves with two potential starters. This would mean one of them landing with a new team. Even if Savage doesn’t stick as the Texans starter he has enough talent to catch on elsewhere.
8. Connor Cook, Oakland Raiders
Connor Cook failed miserably filling in for Derek Carr last year. However, he was put in an impossible taking over for playoff bound team. His struggles shouldn’t lower expectations for a quarterback with plenty of talent.
Cook has the arm strength to attack all levels of the defense. His time at Michigan State showed that he can protect the football and work a balanced attack.
The Raiders are obviously set with Carr in place, but Cook is an excellent developmental quarterback. A few strong preseason performances and a few teams could start looking to make a trade. This is someone who absolutely could be an effective NFL starter.
