Ranking the Top Developmental Quarterbacks in the NFL

15. DeShone Kizer, Cleveland Browns
DeShone Kizer has as much natural talent as anyone on this list. He features a big frame, strong throwing arm and athleticism. Kizer is someone who can work outside the pocket and pick up yards with his legs.
The biggest concern surrounding his game is the mental aspect. He struggles to make quick and proper decisions. Kizer’s final season at Notre Dame was a complete disaster featuring lots of losses and poor plays.

Cleveland added him to the mix with the hope that Hue Jackson can get the most out of his natural talent. Jackson has a history of working well with young quarterbacks.
16. Cody Kessler, Cleveland Browns
Cody Kessler showed some promise during his rookie season. This was despite getting little help from his offensive line, running game and wide receivers. He proved his toughness and that he can get the most out of his talent.
However, injury issues have created a cloudy future. The Browns also drafted DeShone Kizer and added Brock Osweiler via trade. Cleveland will hold an open quarterback competition throughout the offseason, but one injury could keep Kessler from earning the job.
Kessler may never develop into an elite player, but he shows the skills to be a winning quarterback in the NFL.
